Medicines inspection at air and land borders

A practical consignment review sheet for inspectors: documents, storage, temperature evidence and unresolved concerns.

This is a working aid, not a release certificate. Customs clearance, quality disposition and any special official lot release are separate decisions. Confirm the national requirements for this product and route; no country-specific document list has been certified here.

Batch / consignment review

Entries stay in this page. Export or print before leaving; no automatic saving. Prefer record references over confidential source data.

Air focus: apron exposure, handling-agent transfers and interim storage before onward transport.

1 · Documents to verify

Document prompts below are conditional. Verify the authority’s current list, authenticity and applicability; do not demand a special lot-release certificate for every medicine.

Applicable authority procedure / permits

Record the current national checklist and applicable product, importer and import permissions.

Invoice, packing list and transport document

Reconcile the airway bill or land manifest with the shipment reference.

Product and batch reconciliation

Match product, strength, batch, expiry and quantities; use a separate sheet for each batch.

Quality documents, where required

List required CoA, manufacturer release or special official lot-release documents and verify their batch references.

2 · Arrival and storage

Packaging and seals

Record damage, tampering or contamination concerns and the affected packages.

Product-specific storage limits

Cite the approved storage/transport conditions. Do not assume every medicine needs 2–8°C.

Journey and handover timeline

Record arrival, waiting, transfer and temporary-storage intervals; identify the responsible party.

Temporary storage protection

Check monitored storage, segregation and the response to a power or refrigeration failure.

3 · Data loggers and temperature evidence

Logger identity and calibration

Match serial number and placement; verify calibration validity for the journey and suitability of its measurement range.

Original temperature record

Record the raw-file reference, clock/time zone, start/end and recording interval; identify gaps.

Excursions and quality assessment

Record excursion timing, extremes and duration; request a documented product-specific assessment. An average alone is not disposition.

4 · Escalation and decision record

Unresolved concern / controlled hold

Record the hold reference, protected storage location, responsible person and evidence still needed.

Sampling, if required

Record the authorised request, sample identity, chain of custody and resealing.

Authorised decision and handover

Cite the competent authority decision and any conditions; identify the authorised recipient.

AUPAM · Documented calculation

Remaining shelf-life calculation

Calculate the remaining full days and percentage at arrival or assessment. If the applicable national procedure or contract sets a threshold, enter it and cite its source.

The tool performs date arithmetic only. The user supplies any threshold from the applicable current procedure or contract. Meeting a threshold does not make an authority release, customs clearance or Quality disposition.

Dates are treated as whole calendar dates. A calendar-month threshold uses the corresponding day, or the last valid day of a shorter target month.

Difficult decisions: inspector case library

100 fictional training cases, written by AUPAM as editorial learning material. Not actual inspection findings or automatic release rules. Consider your decision before revealing the suggested reasoning. Apply the current national procedure and competent authority decision.

01 · Temperature evidence

Normal display, missing journey

At arrival the display reads 5°C. The carrier supplies only a photo and says the logger was reset during unloading.

Before revealing: what is established, what is missing, and who can decide?

Reveal inspector reasoning

Evidence to request

Request the original file, device ID and reset history; establish which journey intervals remain undocumented.

Next step and responsible reviewer

Record an unresolved evidence gap and refer the protected shipment for authorised assessment. Ask what independent records can genuinely cover the gap.

Avoid this shortcut

Do not equate an arrival reading with a complete cold-chain history.

Reveal inspector reasoning

Evidence to request

Map each serial number to its physical position, timing and calibration; compare the full traces and packaging configuration.

Next step and responsible reviewer

Define the affected units and ask the quality assessor to explain the disagreement against qualified placement and product data.

Evidence to request

Check this product’s current national pathway and whether a separate official lot-release requirement applies.

Next step and responsible reviewer

A notice names lot XY-18, while received cartons read XY-I8. Staff disagree whether the shipment is covered.

Before revealing: what is established, what is missing, and who can decide?

Reveal inspector reasoning

Evidence to request

Verify exact characters, manufacturer batch conventions and the issuer clarification through an authenticated channel.

Next step and responsible reviewer

Keep the identity uncertainty visible and seek recall-coordinator confirmation before disposition.

Avoid this shortcut

Do not silently broaden or narrow a recall using visual similarity alone.

Credit note offered as proof of product acceptability

A supplier refunds a returned batch and asks that it be placed back into saleable stock because the financial dispute is settled.

Before revealing: what is established, what is missing, and who can decide?

Reveal inspector reasoning

Evidence to request

Request return reason, custody and storage history and the authorised quality assessment of the returned goods.

Next step and responsible reviewer

Keep financial settlement separate from stock disposition; maintain controlled quarantine until the quality decision is documented.

Avoid this shortcut

A refund does not restore product quality or traceability.

Each excursion assessed in isolation

A batch has three transport excursions, each supported by a separate acceptance letter that does not mention the earlier events.

Before revealing: what is established, what is missing, and who can decide?

Reveal inspector reasoning

Evidence to request

Compile the complete exposure history and the scope and assumptions of each product-specific assessment.

Next step and responsible reviewer

Ask the authorised product-quality assessor to consider the cumulative history before further disposition.

Avoid this shortcut

Separate acceptance letters do not necessarily establish cumulative acceptability.

Stability data from a different formulation

The importer supports an excursion using data for the same active ingredient in a different strength and container.

Before revealing: what is established, what is missing, and who can decide?

Reveal inspector reasoning

Evidence to request

Compare formulation, concentration, container, exposure conditions and the justification for any proposed bridging.

Next step and responsible reviewer

Refer applicability to a qualified product specialist; retain uncertainty until a scientifically supported assessment is approved.

Avoid this shortcut

The same active ingredient does not make all stability profiles interchangeable.

Passing one retest after an unknown exposure

After an undocumented transport period, an assay result passes and is offered as the sole basis for releasing the shipment.

Before revealing: what is established, what is missing, and who can decide?

Reveal inspector reasoning

Evidence to request

Request exposure reconstruction, sampling rationale, test scope and the product attributes that may be affected.

Next step and responsible reviewer

Ask Quality to explain what the test can and cannot resolve in a documented product-specific assessment.

Avoid this shortcut

A passing assay alone cannot establish every relevant quality attribute.

The assessor has a commercial incentive

The person recommending acceptance also receives a bonus for on-time delivery and declines an independent review.

Before revealing: what is established, what is missing, and who can decide?

Reveal inspector reasoning

Evidence to request

Review assigned decision authority, declared interests, supporting evidence and the applicable independence procedure.

Next step and responsible reviewer

Escalate the conflict through quality governance and arrange appropriately independent review where required.

Avoid this shortcut

Do not dismiss valid evidence or accept a conclusion solely because of the person position.

A verbal exception with no recorded scope

A caller claiming authority says release now and paperwork will follow; the permitted batches and conditions are unspecified.

Before revealing: what is established, what is missing, and who can decide?

Reveal inspector reasoning

Evidence to request

Verify the decision-maker through the approved channel and request a contemporaneous record of scope and conditions.

Next step and responsible reviewer

Follow the current emergency-authorisation procedure and maintain protected holding until an actionable authorised instruction is established.

Avoid this shortcut

Do not turn an unverified conversation into a release authorisation.

Partial release without a pallet map

Quality accepts unaffected cartons only, but the warehouse cannot identify them after pallets were rearranged.

Before revealing: what is established, what is missing, and who can decide?

Reveal inspector reasoning

Evidence to request

Request the assessment boundaries, original pallet map, carton identifiers and movement history.

Next step and responsible reviewer

Return the implementation gap to the decision owner; do not execute partial release until the authorised population is traceable.

Avoid this shortcut

A valid decision cannot safely be applied to unidentified units.

A future corrective action is used to close today risk

A carrier promises a new monitoring system next month and asks you to close the current shipment evidence gap.

Before revealing: what is established, what is missing, and who can decide?

Reveal inspector reasoning

Evidence to request

Separate current batch evidence from the proposed corrective action, its owner, deadline and effectiveness check.

Next step and responsible reviewer

Refer the current disposition to Quality while tracking the future correction through the quality system.

Avoid this shortcut

A future improvement does not supply missing historical evidence.

Rejected goods awaiting disposal disappear from stock

Rejected packs are removed from inventory as destroyed, but no authorised disposal or custody evidence is available.

Before revealing: what is established, what is missing, and who can decide?

Reveal inspector reasoning

Evidence to request

Reconcile physical quantities, disposal authorisation, contractor handover and any destruction record.

Next step and responsible reviewer

Escalate the custody gap to Quality and the designated authority channel, securing any remaining goods.

Avoid this shortcut

An inventory status does not prove physical destruction.

Acceptance abroad is treated as local approval

A shipment accepted by one country is redirected to another. The importer assumes the first decision is automatically recognised.

Before revealing: what is established, what is missing, and who can decide?

Reveal inspector reasoning

Evidence to request

Verify the receiving authority pathway, any applicable reliance arrangement and the exact product and batch scope.

Next step and responsible reviewer

Request local confirmation through the competent regulatory unit and assess any additional transport separately.

Avoid this shortcut

A foreign decision is evidence to assess, not automatic local permission.
